Frequently asked questions
What is the best CMS for municipalities?
There is no single best CMS for every municipality, but a good one meets the needs all public bodies share: accessible pages for all residents, clear service information, open source without licence fees or vendor lock-in, control over your own data and hosting, and a community of other councils and local suppliers. LocalGov Drupal was built for exactly that. Councils develop it together on Drupal, so a feature paid for once is available to everyone, and it is used by local governments in the United Kingdom, Ireland, France and Austria.
What is LocalGov Drupal?
LocalGov Drupal is a free, open-source website platform for councils and municipalities, built on Drupal (opens in new tab). It was created by councils in the United Kingdom, who share one codebase instead of each building their own website, and it provides ready-made features for typical council content such as services, guides, news, events and directories.
Which countries use LocalGov Drupal?
LocalGov Drupal started in the United Kingdom and is also used in Ireland. France followed and Austria is the newest network. Each has its own community site: localgovdrupal.org (opens in new tab) (United Kingdom and Ireland), localgovdrupal.fr (opens in new tab) and localgovdrupal.at (opens in new tab). Germany, Italy and Greece are currently evaluating it.
Is LocalGov Drupal free?
Yes. The software is open source under the GPL licence, like Drupal itself, so there are no licence fees. Municipalities pay only for what they need around it, such as hosting, setup, design and support, either from their own team or from a local supplier.
How can my municipality start using LocalGov Drupal?
Contact the network in your country: it can point you to reference projects and local partners. You can also try the demo site (opens in new tab) and read the documentation (opens in new tab).
How can we start a LocalGov Drupal network in our country?
Get in touch at hello@localgovdrupal.org. France and Austria both started with a few local companies and councils, a national website in their own language and support from the existing community.
Is LocalGov Drupal a digital public good?
Yes. Since September 2026, LocalGov Drupal has been a verified digital public good, listed in the registry of the Digital Public Goods Alliance (opens in new tab). Digital public goods are open-source solutions that meet the DPG Standard: an open licence, clear ownership, privacy and do-no-harm by design, and relevance to the UN Sustainable Development Goals.
Who runs localgovdrupal.net?
localgovdrupal.net is an independent community project that links the national LocalGov Drupal networks. It was created by Nico Grienauer and ACOLONO GmbH, who also initiated the Austrian network LocalGov Drupal Austria. It is not an official LocalGov Drupal website. Details are in the imprint.
